The citizens business council shall approve or disapprove all applications for membership. Such action shall be based upon the findings of the tribal authority and any other information or evidence available or provided during the hearing. The hearing shall be held at the time the citizens business council takes action on an application. Each applicant shall be given written notice of the action taken on the application. Applicants whose applications have been disapproved shall be notified by certified mail-return receipt requested of the reason(s) for such disapproval and the right to appeal the adverse determination.
