As used in this chapter, the following words shall have the following meanings unless the context clearly requires otherwise:

“Eligible tribal member” means any living enrolled member of the Robinson Band of Pomo Indians, and has not forfeited or waived his or her right to receive per capita payments from the net gaming revenues, and who is not excluded by this chapter from receiving such payments.

“Gaming enterprise” means the Robinson Rancheria Bingo and Casino owned and operated by the Robinson Rancheria Band of Pomo Indians.

“Citizens business council” means the elected members of the Robinson Rancheria citizens business council, the duly recognized governing body of the Robinson Rancheria under its Constitution.

“Net gaming revenue” means that revenue from the gaming enterprise remaining at the end of each calendar month or other applicable period of accounting or disbursement after management fees, player winnings, and all other expenses of the gaming enterprise for that month or period are paid.

“Per capita payment” or “per capita distribution” means those payments, made or distributed to eligible tribal members of the Robinson Band, or to groups of members identified by this chapter, which are paid directly from the net gaming revenues of the gaming enterprise.

“Per capita pay period” means that period of time established by the citizens business council that is used to calculate net gaming revenue available for per capita payments.

“Robinson Band” means the Robinson Band of Pomo Indians, a federally recognized Indian tribe exercising jurisdiction over the Robinson Rancheria.

“Tribal council” means the voting membership of the tribe as a whole.

“Tribal member” means any enrolled member of the Robinson Rancheria Band of Pomo Indians. [Ord. Allocation and Disbursement of Net Revenue from Tribal Gaming Ordinance Art. II, 1997.]
