There are hereby imposed upon the businesses, trades, professions, callings and occupations carried on the reservation, licenses in the amounts hereinafter prescribed. It shall be unlawful for any person to commence, manage, engage in, conduct, transact or carry on any business, trade, profession, calling or occupation on the reservation without first having procured a license to do so from the secretary of the tribe or the secretary’s designated representative.
