Whenever any person, firm, or corporation applies to the tribe for a business license, other than the renewal of an existing business license when there is no change of location, for any occupancy whatsoever at any place or building within the reservation, the secretary shall refer such application for a business license to the appropriate designated department. Designated departments may include but are not limited to the planning department, tribal administration, or any other enterprise or subdivision of the tribal government concerned with the enforcement of any codes, statutes, or ordinances pertaining to the safeguarding of life or limb, health, property or public welfare. On such referral by the secretary, the tribal official or officials concerned with the enforcement of certain codes, statutes or ordinances that require the inspection of a structure to be used for the proposed business, or take other action as necessary, to insure that all requirements have been met and shall issue a written statement (when applicable) within one week after receipt of such application to the effect that such inspection has been made and whether or not such requirements have been met. Issuance of a tribal business license shall be contingent upon the filing of such a statement (when an actual structure is involved) indicating satisfactory compliance with the conditions heretofore set forth.
