The ordinance codified in this chapter is enacted by the business council pursuant to the powers vested to it under Article VIII, Sections 1(d), 1(j), and 1(k) of the Constitution, adopted June 11, 1980, as may be amended from time to time. Pursuant to Article VIII, Sections 1(d) and 1(k) of the Constitution, the business council hereby expressly authorizes and delegates to the Robinson Rancheria environmental department (the “department”) the power and authority to lease any real property of the Robinson Rancheria or space within facilities on tribal trust land that is not already leased (i.e., not subleases) in accordance with federal law, tribal law, and this chapter.
