Regular meetings of the citizens business council shall be held on the first Saturday of each quarter in a place designated by the citizens business council. Special meetings of the citizens business council may be called by the chairperson and shall be called by him upon receipt of a petition signed by at least three (3) citizens business council members and when so called, the citizens business council shall have power to transact business as in regular meetings provided that a quorum is present. Members of the citizens business council shall be notified at least three (3) days in advance of all special tribal meetings.
