Regular meetings of the tribal council shall be held quarterly. The date, time and place of such meetings shall be determined by the citizens business council. Special meetings of the tribal council may be called by the chairperson and shall be called by him upon receipt of a petition signed by at least thirty percent (30%) of the members of the tribal council.
