This constitution when adopted by a majority vote of the qualified voters of the Robinson Rancheria, voting at an election called for that purpose by the Secretary of the Interior or his authorized representative in which at least fifty percent (50%) of those entitled to vote shall vote, shall be submitted to the Secretary of the Interior for his approval, and shall be effective from the date of his approval.
