Unless otherwise specifically provided herein, all annual license fees shall be prorated, under the provisions of this chapter, and shall be due and payable in advance prior to commencing work and will expire on December 31st of each year. If the fee has not been paid by the date of expiration, all work or transactions must cease immediately and the business license is in default from the date of expiration until the fee is paid.
