Leases shall be governed by the particular terms and conditions set forth in the business site lease agreement and any attachments thereto. The terms and conditions may be modified only with the approval of the business council. The lessee is responsible for understanding these terms and conditions. The business council approves the lease and authorizes the vice-chairman to execute the lease and the department oversees implementation of the lease according to its terms and tribal law.
