No lease shall be approved more than 12 months prior to the commencement of the term of the business site lease, unless the business council makes a finding that it would be in the best interest of the tribe to negotiate a period that exceeds 12 months. The term shall not be more than 25 years except that any such lease may include an option to renew for up to two additional terms, each of which may not exceed 25 years.
