(1) Liquor and Beer Control Commission. The business council shall be the liquor and beer control commission. The commission is empowered to:

(a) Administer this chapter by exercising general control, management, and supervision of all liquor and beer sales, places of sale and sales outlets as well as exercising all powers necessary to accomplish the purposes of this chapter;

(b) Adopt and enforce rules and regulations in furtherance of the purpose of this chapter and in the performance of its administrative functions;

(c) Employ managers, accountants, security personnel, inspectors, and such other persons as shall be reasonably necessary to allow the commission to perform its functions. Such employees shall be tribal employees;

(d) Issue licenses permitting the scale or manufacture or distribution of liquor on the Robinson Rancheria Indian Country;

(e) Hold hearings on violations of this chapter or for the issuance or revocation of licenses hereunder;

(f) Bring suit in the appropriate court to enforce this chapter as necessary;

(g) Determine and seek damages for violation of this chapter;

(h) Collect fines, taxes and fees levied or set by the commission, and to keep accurate records, books and accounts;

(i) Make such reports as may be required by the tribal council; and

(j) Exercise such other powers as are delegated to it by the tribal council of the Robinson Rancheria.

(2) Limited on Powers. In the exercise of its powers and duties under this chapter, the commission and its individual members shall not accept any gratuity, compensation or other thing of value from any liquor wholesaler, retailer, or distributor or from any licensee.
