A person commits the violation of arson when he or she intentionally sets fire to, or burns, or causes to be burned, or aids, counsels, or assists in the burning of any trailer, motor vehicle, camper, dwelling, structure, barn, stable, crops or open area located within the boundaries of the reservation, unless such burning has been expressly authorized by the citizens business council in writing.
