All property including funds acquired or held by the commission pursuant to this chapter shall be exempt from levy and sale by virtue of an execution, and no execution or other judicial process shall issue against the same nor shall any judgment against the commission be a charge or lien upon such property, unless expressly provided by contract expressly waiving the commission sovereign immunity, which contract and waiver have been duly authorized by both the commission and business council.
